SD Water Board joint inspection with County of SD (Richard Diaz) in followup for complaint and possible nonfiler status for alleged additional industrial activities besides the 5093 (Scarp & Waste Materials) SIC assigned to this NOI (WDID). Possible 5015 (Auto Dismanling). Inspectors observed:on west side of property: truck engine on ground next to maint shop. Junked trucks, buses, cars, and soil soaked with oil- visible and strong odor of oil (petroleum) from soil. Also, adjacent to and under red bus at west end a swale drains to the K-Rail at property line which was undermined so water can flow offsite to Los Coches Creek. At east end of site in asphalt paved impound area, some cars were stacked on top of each other. These are all violations and it appears that Miller's towing needs to file an NOI for Dismantling activities and grade/pae/key in the K-Rail in the west area.

Millers moved the auto wrecking activities from the west side to the south/east side and now have the area paved with concrete, drain inlet and a two stage clarifier system with a 4500 gallon capacity. However, the clarifier pits need to be covered. Hank said that they are almost due for Asbury Env to pump out the clarifier. It appeared to be at approximately 75% capacity. Brash Industires is consultant . SWPPP onsite with map. There are two storm water runoff inlet points near scales adjacent to the creek.

Re-inspected site with owner present. The site has two basins along the driveway to the site. Discussed verbally the violations at the site and Mr. Alvarado committed to the following BMP modifications: 1) The pile of mulch observed in July will be spread on the shallow slope on the south side of the road near the gate. 2) About 10 feet of the driveway will be filled with 1" to 3" rock to reduce egress tracking from the site and to reduce off-site erosion at the gate. He will call me when the modifications have been made in a week or so.

Facility lacks some housekeeping and secondary containment BMPs. The BMP violations observed include 55 gallon drums and other open containers exposed to storm water and lacking secondary containment, rusty metal fines on the ground, and lack of general housekeeping in some areas (grease on the ground) . Requested discharger to correct these violations and implement housekeeping and structural BMPs to provide secondary containment and eliminate exposure of grease, 55 gallon drums and all other containers (including process wastes and materials) to storm water no later than June 19, 2015. SWPPP employee training records were missing. Requested that discharger train all employees on the SWPPP BMPs and record the training in a written log including employee names, employee signatures, dates, and description of material covered. Provide a copy of the employee training log by June 30, 2015. And keep copy of all employee training logs in the SWPPP binder. The SWPPP book is dated 2011-2012. Requested that discharger update the facility SWPPP and upload the updated SWPPP to SMARTS.
