Numerous violations were noted at the southwest end of the UTC property where equipment and landscaping materials, chemicals, concrete washouts, paint, soil and mulch are being stored without adequated BMPs and secondary containment (SEE ATTACHED PHOTOS). There is a storm drain inlet at the southwest corner adjacent to the staging area. The storm drain inlet is not adequately protected (proper structural Best Management Practices (BMPs) are not installed). A section of a building ventilation insulation duct with exposed fiberglass is laid in front of the storm drain inlet. This is unacceptable and introduces an additional pollutant souce (fiberglass) and should be removed immediately. PROPER BMPs SHOULD BE INSTALLED AROUND THE STORM DRAIN INLET IMMEDIATELY. IE: SAND BAGS/GRAVEL BAGS, as well as BMPs around the concrete washouts and piles of soil and mulch. 5 gallon containers of paint should also be in secondary containment, not on wood pallets. There are also drums of SUREBOND joint stabilizing sealer stacked on top of a Mobile Mini Storage Unit- this is unacceptable. All drums should be properly stored in secondary containment structures and properly sealed and or covered. I will be forwarding more photos to you after this email. THE STRUCTURAL BMP'S SHOULD BE INSTALLED NO LATER THAN COB TOMORROW, NOVEMBER 15, 2012. The potential for rain is forecasted for as early as tomorrow night. Conveyance of any of the materials or waste from the staging area into the storm drain is a violation and subject to enforcement action by the Regional Board. Please acknowledge this email and send photos of the corrective actions/installation of structural BMP's by COB tomorrow, Novemebr 15, 2012.

Millers moved the auto wrecking activities from the west side to the south/east side and now have the area paved with concrete, drain inlet and a two stage clarifier system with a 4500 gallon capacity. However, the clarifier pits need to be covered. Hank said that they are almost due for Asbury Env to pump out the clarifier. It appeared to be at approximately 75% capacity. Brash Industires is consultant . SWPPP onsite with map. There are two storm water runoff inlet points near scales adjacent to the creek.

SD Water Board joint inspection with County of SD (Richard Diaz) in followup for complaint and possible nonfiler status for alleged additional industrial activities besides the 5093 (Scarp & Waste Materials) SIC assigned to this NOI (WDID). Possible 5015 (Auto Dismanling). Inspectors observed:on west side of property: truck engine on ground next to maint shop. Junked trucks, buses, cars, and soil soaked with oil- visible and strong odor of oil (petroleum) from soil. Also, adjacent to and under red bus at west end a swale drains to the K-Rail at property line which was undermined so water can flow offsite to Los Coches Creek. At east end of site in asphalt paved impound area, some cars were stacked on top of each other. These are all violations and it appears that Miller's towing needs to file an NOI for Dismantling activities and grade/pae/key in the K-Rail in the west area.
