Brash Industires updated the site map and SWPPP to include 811D but the updates were not submitted to the Regional Board. However, the inspector reviewed the SWPPP and map during the inspection. Inspector advised Mr. Ramirez that the discharges and lack of BMPs are violations of the IGP and subject to enforcement. The City of Chula Vista inspector issued an AC for $1,000. to Ramirez. South Bay Auto Wreckers- property owner- has begun eviction process for Ramirez Recycling.

Recently enrolled. First Inspection. Concrete batching up and running. SWPPP onsite with map. Consultant is Mike McGrath. SWPPP structural BMPs are not yet fully developed and implemented. Perimeter of site is not secured to prevent runoff into creek. Some process materials (soil) is stock piled along the top of slope to the creek and some material has slid down the slope and into the creek. NOV recommended,. The inspectors requested that Mr. Ogle move the material 8 to 10 feet away from the slopes and implement all structural BMPs before the first significant rain event. Mr. Ogle agreed to comply.

Inspection to followup on required corrective actions from 09/03/2013 inspection. The slope into the creek has been sprayed with BFM but has little growth on it. Slope stabilization is questionable. Tony Ogle said that he has not been watering the slope. On the south side of the site, there are straw wattles laying on the concrete ground at the top of the sploe, and are not secured. I requested that Mr. Ogle properly instal effective perimeter controls at the top of the slope on the south side. IE: sand or gravel bags, stacked and overlaid. He agreed.

Flood Control Channel improvement construction appears to be complete. No contractors or equipment onsite. BFM has been applied to the slopes in the flood control channel but vegetation is not established yet. Three sprinkler heads at the top of slope along Bradley Ave/Joe Crosson Drive area have erosion below them on the slope from water running down from sprinkler heads, requires corrective action. On Wing Ave at Denny Way, two storm drain inlets with sand bags on and around them have sediment buildup at drain inlets and requires clean up.

Inadequate BMP implementation was observed as noted by the following: 1. Trash was observed in the parking area with no nearby trash receptacles available. 2. The fiber rolls serving as perimeter control BMPs in the parking lot appeared to have been moved in such a way as to become ineffective for sediment control. 3. BMPs implemented to protect storm drain inlets were observed to require maintenance and/or repair. Significant sediment build up was observed in one, and a tear in the filter fabric under the storm drain grate was observed in a second. 4. Erosion control BMPs did not appear to be implemented in several areas of the site that could be considered inactive (i.e. disturbed areas with exposed soil not scheduled to be disturbed for at least 14 days). A slope that had been in place for approximately a month, did not have any effective soil cover or fiber rolls for containment. Along several parts of the perimeter, there was evidence of erosion occurring and no evidence of erosion control BMPs. 5. Where there were trash cans available, there was no cover on the trash can or nearby, readily available to cover the trash can.

The NB 15 on-ramp and GHP, sediment build up was observed at the upgradient side of the DI at the sandbags and was overtopping the sandbags. A small check dam, placed approximately 15-20 feet upgradient of the DI, was composed of straw wattles and sandbags to control the amount of sediment flowing toward the DI. Sediment build up was also observed at the straw wattle check dam. These BMP¿s did not appear to be properly maintained to limit or reduce sediment flowing onto the DI.

The NB 15 at the GHP UC, BMP¿s did not appear to be adequately maintained. Erosion had occurred on the east side of the NB 15 at the GHP UC, allowing sediment to flow under straw wattles and outfall into a nearby drainage swale.

The south embankment of the GHP UC, straw wattles and sandbags were not maintained. Sandbags (or gravelbags) were torn or deteriorated. Straw wattles were displaced and others had lost their form (flattened) to be effective as a BMP. Soil erosion on this UC embankment had accumulated at the toe of the slope and had overtopped the wattles and sand/gravel bags.

An active area for grading and construction, located along Devore Rd at Cajon BLVD, had excavated earth materials on a closed portion of Devore Road. Complaint inspection: The tracking/discharge of dirt/sediment is coming from construction grading at the athletic field adjacent to the completed Academy (school) Buildings. There were grading machines working the site. I did not speak to anyone, I just took photos from the gate/perimeter. The street entrance to the active construction site is on Community Park Pointe off of Village Center Loop Road. Construction was originally scheduled for completion 12/31/13, but a COI was submitted changing completion to 03/01/2014 with revised total disturbed from 12.2 acres to 25.6 acres, with R value revision from 10.77 to 20.1. This is probably for the athletic field.Will call/email Mr. Thornton and advise him of tracking violations.

Also requested that Pedroza implement structural BMPs to prevent runoff from site while not increasing velocity during heavy rainfall. NOV should be issued for the discharges off site and into the creek. SWPPP and map onsite. SWPP needs to be fully developed for current and planned site changes/improvements. Left a copy of the IGP with Mr. Pedroza. Inspectors were told that the owners of 15275 Olde Hwy 80 are Dan Miller and Charlie Horn (owner Horn Auto & RV).

The only corrective action that has been completed since the last inspection in Sept 2013 is removal of the two 55 gal oily drums. Process materials still running off site and onto Miller's Towing to the west. Material still discharging into creek bed. Inspector requested that the material be manually removed from the creek bed and that Pedroza implement structural BMPs to prevent runoff of process materials from site. SWPP needs to be fully developed and implemented for current and planned site changes/improvements. Left copies of erosion/sediment control bmps maual with Mr. Pedroza & Mr. Horn. Requested immediate correction of persistent violations or referral to COG for enforcement since two months has passed without corrective actions.

Recycled water trench has little freeboard and is exposed to storm water. Recycled water trench needs to be cleaned out.

Process sand, gravel and concrete dust, as well as torn bags of Portland cement are exposed with potential of running off of site during storm events along fence where there are gaps in the block & mortar curb installed. Block & mortar curb installed along perimeter of site is inadequate (has gaps), and tarps installed as overhead/roof cover for outdoor processes and process materials are inadequate. Inspector advised Sally Smithwick that the tarps and perimeter block & mortar curb are inadequate and requested corrective action.
