Lack of effective on lot and perimeter controls
2013-10-29 Ocean View Church Phase 1A
2460 Palm Avenue, San Diego California 92154
Project started 2 weeks ago. Initial excavation grading underway. Met with Dave Wright Job Supt. No SWPPP onsite. No QSD/QSP Cert. No LRP Cert. No training logs, no Wx logs. No BMP Logs. Site lacks erosion control BMPs, sediment control BMPs, and perimeter control BMPs. Only 3 inch rock laid out at open entrance for tracking control. All storm water flows to north west corner of site. There are two additional entrances along Palm Ave that are earthen right up to the sidewalk on Palm Ave and do not have any sediment or perimeter controls in place. Inspector advised Dave Wright of all deficiencies/violations and requested corrective actions. Inspector recommends a Notice of Violation for this site. Formal inspection report to be prepared.
2013-10-29 Palisades Apartments
SWC Serfas Club Drive and Palisades Drive interesection, Corona California 92882
The site only had poly gravel bags at the inlets. Water could run off some inactive areas into the street towards the inlets with little in the way of straw rolls or silt fence to desilt the runoff before in ran into the inlet. The poly bags do little to reduce the level of sediment once it is entrained.

SWC Serfas Club Drive and Palisades Drive interesection, Corona California 92882
Poor maintenance of effective perimeter controls for pumping of footings trenches into street.

2013-10-25 Mission Gorge Apartments
6850 Mission Gorge Road, San Diego California 92120
Perimeter controls in place. No erosion control BMPs on slopes, site drains inward to center except for western small slope which needs erosion control BMPs installed. City of San Diego issued a Notice for lack of erosion control BMPs on January 29, 2014. Training logs not completed. Storm Drain drop inlet needed sand bags restacked on one side. Otherwise, site in good condition with good housekeeping BMPs.
2013-10-23 Halcon Rojo Building
31150 Temecula Parkway, Temecula California 92592
Identified inadequate implementation of erosion controls, stockpile management, and perimeter control maintenance.
2013-10-23 Corner At 2 Oaks Revegetation Project
155 W San Marcos Blvd, San Marcos California 92024
Observed lack of erosion control BMPs for inactive areas, or areas that could be scheduled to be inactive. Observed lack of erosion controls (runoff contol and soil stabilization) in areas that appeared to be active, as required for Risk Level 2 sites. Observed lack or linear sediment controls on several exposed slopes, as required for Risk Level 2 sites. Observed stockpiles that did not have adequate cover showing signs of significant rilling. Observed construction equipment without drip pans. Observed lack of internal runoff controls to direct flows and reduce sediment transport distances.
