There is lack of BMPs to prevent tracking of sediment off site, as well as a lack of BMPs to prevent the transport of sediment offsite by storm water flows. Chris Nichols notified via SEL Email on 01/06/2016 that these deficiencies are violations of the terms and conditions of Pardee Homes enrollment under the Statewide Construction Storm Water Permit, and are subject to enforcement action including monetary penalties. Requested via email that they take immediate corrective actions, as we are in the midst of persistent storms.
2015-10-02	Custom Engineering Plastics 8558 Miramar Place, San Diego California 92121	Inspection to verify NEC. All industrial manufacturing processes indoors. Some materials stored outside of building most of which are under a structural roofed cover. Some metal shards noted on concrete under structural cover- housekeeping issue. Some rusty metal parts are outdoors on a pallet covered with a poly tarp that is torn. Requested corrective action on the housekeeping (Sweeping) and replacement of the tarp that is covering the metal machine parts. Recommended storm drain inlet protection and rain gutters for outdoor roofed structural cover.
2015-09-15	Murrieta Creek Murrieta Creek , Temecula California 92590	Observed significant flow through the project area as it is located in Murrieta Creek. Upsteam flow into the project area appeared to be much less turbid than within and downstream of the project. Observed a complete lack of erosion controls on slopes that appeared to be inactive or could be scheduled to be inactive. Observed a complete lack of erosion controls (runoff control and soil stabilization in areas that appeared to be active, as required for Risk Level 2 sites. Observed lack of linear sediment controls along face and grade breaks of exposed slopes, as required for Risk Level 2 site. Observed inadequate implementation of runon and runoff controls. Observed inadequate stockpile management BMPs.

2015-08-31	SPL Waterhousings Inc 4745 Mission Bay Dr Ste B, San Diego California 92109	No Exposure Certification (NEC) inspection by Lucas Lima who made some observations of concern. Housekeeping BMPs (Best Management Practices) outside of the building are deficient. The BMP deficiencies are: metal shards on the ground outside as well as a pile of dirt that does not have any containment, and both are exposed to storm water. SEL email was sent to discharger by W. Ghoram on 10/22/2015 advising that discharges of storm water commingling with/containing pollutants/wastes (ie: metal shards, soil, etc..) to surface waters, directly or via storm drains, are violations and that based on the inspection observations the facility does not meet NEC criteria. Requested that the discharger take corrective actions on the BMP deficiencies and email photos of the corrections no later than October 30, 2015.
