During the inspection we noted some areas where the BMPs are not being adequately implemented as required under the Construction General Permit Order No. 2009-0009-DWQ (CGP): 1. We observed inadequate implementation of perimeter sediment control BMPs. Perimeter control BMPs generally appear to be lacking along the perimeter that is adjacent to the SANPark 2 and RCC project sites, and the end that connects with Washington Street. The Erosion Control Plan from the SWPPP shows that a sandbag barrier is supposed to provide perimeter control around the entire project, except for a few short lengths near Sassafrass Street that consist of fiber rolls. 2. We observed a small excavated area that appears to fall within the project¿s footprint that, according to the Airport Authority inspectors, has been there for a while without any sediment or erosion controls. 3. The entire perimeter adjacent to the SANPark 2 and RCC projects not only lacks perimeter controls, but the exposed soil slopes also will likely need erosion control BMPs that provide effective soil cover if those slopes are not scheduled to be disturbed for at least 14 days.

Exposure of engines, transmissions, e-waste, etc. all across the site. The regulated portion of the site- 811E is combining with 811D which is occupied by Ramirez Recycling now. Brash Industires updated the site map and SWPPP to include 811D but the updates were not submitted to the Regional Board. However, the inspector reviewed the SWPPP and map during the inspection. Inspector advised Mr., Ramirez that the discharges and lack of BMPs are violations of the IGP and subject to enforcement. The City of Chula Vista inspector issued an AC for $1,000. to Ramirez. South Bay Auto Wreckers- property owner- has begun eviction process for Ramirez Recycling.

Inspection to followup on required corrective actions from 09/03/2013 inspection. The slope into the creek has been sprayed with BFM but has little growth on it. Slope stabilization is questionable. Tony Ogle said that he has not been watering the slope. On the south side of the site, there are straw wattles laying on the concrete ground at the top of the sploe, and are not secured. I requested that Mr. Ogle properly instal effective perimeter controls at the top of the slope on the south side. IE: sand or gravel bags, stacked and overlaid. He agreed.

Perimeter of site is not secured to prevent runoff into creek. Some process materials (soil) is stock piled along the top of slope to the creek and some material has slid down the slope and into the creek. NOV recommended,. The inspectors requested that Mr. Ogle move the material 8 to 10 feet away from the slopes and implement all structural BMPs before the first significant rain event. Mr. Ogle agreed to comply.

Flood Control Channel improvement construction appears to be complete. No contractors or equipment onsite. BFM has been applied to the slopes in the flood control channel but vegetation is not established yet. Three sprinkler heads at the top of slope along Bradley Ave/Joe Crosson Drive area have erosion below them on the slope from water running down from sprinkler heads, requires corrective action. On Wing Ave at Denny Way, two storm drain inlets with sand bags on and around them have sediment buildup at drain inlets and requires clean up.

Inadequate BMP implementation was observed as noted by the following: 1. Trash was observed in the parking area with no nearby trash receptacles available. 2. The fiber rolls serving as perimeter control BMPs in the parking lot appeared to have been moved in such a way as to become ineffective for sediment control. 3. BMPs implemented to protect storm drain inlets were observed to require maintenance and/or repair. Significant sediment build up was observed in one, and a tear in the filter fabric under the storm drain grate was observed in a second. 4. Erosion control BMPs did not appear to be implemented in several areas of the site that could be considered inactive (i.e. disturbed areas with exposed soil not scheduled to be disturbed for at least 14 days). A slope that had been in place for approximately a month, did not have any effective soil cover or fiber rolls for containment. Along several parts of the perimeter, there was evidence of erosion occurring and no evidence of erosion control BMPs. 5. Where there were trash cans available, there was no cover on the trash can or nearby, readily available to cover the trash can.
