Sediment laden water was pumped offsite without BMPs from 11:30 am to 2:30 pm (3 hours) when the pumps were shut down to put filter bags on the discharge lines from the five ¿ three inch diameter discharge lines from the five pumps. At 11:30 am staff asked the site Superintendant, Steve Bowen, to put BMPs on the pumps. He indicated that he would get sediment bags on the discharge ends of the pumps. However, he indicated that he could not shut pumps down because of threat to his storm drain infrastructure and roads on his site. He acknowledged my concern with the permit violation but he believed the situation to be an emergency situation and needed to protect his multi-million dollar project site from additional damage from that which has already occurred. The interior lots at the site had limited BMPs on them, primarily straw wattles or gravel bags across many of the lot entrances. |

The sites were inspected for Risk Level 2 requirements. Adequate perimeter controls were not established for the 8th Street and 24th Street sites. Erosion controls were not being implemented for inactive areas, or areas that could be scheduled to be inactive. Implementation of erosion controls in addition to sediment controls for active areas were not observed, and there were no plans to implement erosion controls offered by the QSP during the inspection. The certification for the QSP/QSD has expired according to the QSP/QSD Lookup. |

First compliance inspection. Facility recycles: plastics, computers, office machines, lawn equipment, appliances, TVs, wires, etc.. Met with Jonathan Golding- owner and Ken Jay- Gen Mgr. Walked facility with Rudy Zamora- SWPPP Mgr. Rudy said that he does a weekly walk of entire site to check storm drain inlets, I recommended more frequent site walks. Straw wattles at storm drain inlets.. A sample was collected by Rudy during 10/9/2013 storm event. SWPPP onsite in computer, reviewed by inspector. SWPPP has weekly and quarterly logs of housekeeping and rain events, but no employee training logs. I left a tagged/marked copy of the IGP with Rudy Zamora. Advised him that employee training is required as part of the SWPPP. Also advised that housekeeping BMPs are deficient. There is miscellaneous wastes- small parts plastics/metals on the ground. |

And the parkways wera not protected well enough, although there would be less of a need to protect the parkways had all the berms been up. The sample was taken from an area the runoff from which had not been bermed yet. |
