Sediment laden water flowed from the Citrus and the RR tracks west to East La Cadena Drive and then South to almost Oxford St. where there was a storm drain. Sedement laden storm water flowed into that catch basin. In addition, sedement laden storm water flowed from the site into the storm drain on the corner of Palmyrita Ave. and Iowa Ave. Also, sediment laden storm water flowed into the storm drain on E. Citrus Street near the RR tracks (see photos).

Irrigation water appears to be recycled water. Site appears to drain to two large detention basins, but basin outlets do not appear to have risers that prevent discharges to Escondido Creek. Discharges from over-irrigation and discharges of recycled water to Escondido Creek are not authorized non-storm water discharges in the San Diego Region under the CGP.
2012-09-12	Language Academy 4961 64th St, San Diego California 92115	Routine inspection during rain event. Inspector observed sediment laden storm water discharging from the site into the gutter via the sloped driveway entrance which had an inadequate quantity of 3 inch minus rock and lacking a berm. Requested that discharger immediately install a decomposed granite (DG) 3 foot wide berm and 1 foot high in a curved (speed bump) shape to allow for ingress/egress of trucks & other vehicles. Also requested discharger to install more 3 inch minus rock behind the DG berm to prevent tracking offsite. Mr. Robbins said he ordered 25 tons of 3 inch minus for delivery on 12/19/2012 by Hanson Aggregates. Photos via email to verify - pending.

Observed open paint can containing unknown liquid upright in channel work area: worker removed when brought to their attention.
