1. The project was identified as Risk Level 1. The site discharges to Carroll Canyon Creek, which is tributary to Los Penasquitos Lagoon. Los Penasquitos Lagoon is listed on the 303(d) List as impaired for sedimentation. The project indirectly discharges to a water body that is listed on the 303(d) list as impaired by sediment. Carroll Canyon Creek has also been designated with the COLD beneficial use in the Basin Plan. The Risk Level determination is not accurate. 2. The SWPPP did not include the LRP¿s signature or certification of the SWPPP. The SWPPP also did not have a reference to the training logs/records, whichare kept in a separate location. The SWPPP that is on SMARTS does not have the current QSD¿s information. 3. The SWPPP indicated that several types of BMPs were to be implemented for erosion and sediment control that were not implemented (i.e. silt fence along entire project perimeter, stabilization of recently graded areas with straw mulch). 4. Several areas require additional erosion and/or sediment control BMPs, especially along the perimeter of the site, and several slopes along the northern and northeastern parts of the site. |

Observed several areas that were inactive or should have been scheduled to be inactive without adequate erosion controls. 2. Inadequate implementation of Risk Level 2 sediment controls. Lack of linear sediment controls along toes of several slopes. 3. Inadequate implementation of housekeeping BMPs. Observed lack of covers for several trash receptacles, lack of preventative measures for concrete waste handling, lack of cover and containment for waste and soil stockpiles. |
