Perimeter controls do not appear to be robust because it is not clear where the runoff will occur. There is silt fence and sand bags, but wherever the flow concentrates may or may not have an adequate perimeter control and it is unclear where that will be. Next there was a sediment basin that site staff stated would be used for sediment control. But the sediment basin had no stand pipe or emergency spillway and the SWPPP uploaded to SMARTS stated nothing about using the required CASQA sediment basin design. |

Fine grain sediment located around the storm drain at the West side of the intersection of Rutgers and Diablo. There were two gravel bags added but insufficient for the size of soil particles observed around the drain. On the east side of Diablo and Rutgers the BMP was too short for the length of opening so one gravel bag on each end was added. In addition, insufficient BMPs were placed at the drain inlet at Diablo and Haverford. |
