Requested corrective action on the housekeeping (Sweeping) and replacement of the tarp that is covering the metal machine parts. Recommended storm drain inlet protection and rain gutters for outdoor roofed structural cover.

Observed a complete lack of erosion controls (runoff control and soil stabilization in areas that appeared to be active, as required for Risk Level 2 sites. Observed lack of linear sediment controls along face and grade breaks of exposed slopes, as required for Risk Level 2 site. Observed inadequate implementation of runon and runoff controls. Observed inadequate stockpile management BMPs.

Housekeeping BMPs (Best Management Practices) outside of the building are deficient. The BMP deficiencies are: metal shards on the ground outside as well as a pile of dirt that does not have any containment, and both are exposed to storm water. SEL email was sent to discharger by W. Ghoram on 10/22/2015 advising that discharges of storm water commingling with/containing pollutants/wastes (ie: metal shards, soil, etc..) to surface waters, directly or via storm drains, are violations and that based on the inspection observations the facility does not meet NEC criteria. Requested that the discharger take corrective actions on the BMP deficiencies and email photos of the corrections no later than October 30, 2015.

A number of violations were noted during the inspection, including discharges of wastes offsite: -Failure to maintain a copy of the facility SWPPP (Storm Water Pollution Prevention Plan) onsite. -Failure to implement the SWPPP and failure to conduct employee training on the SWPPP. -Failure to implement housekeeping BMPs, structural BMPs, secondary containment BMPs, and perimeter controls. -Insulation and other materials/pollutants discharged offsite. -Exposure of metals, insulation, and other pollutants from appliances, that are on the ground and exposed to storm water at various locations at the site. -Trash & debris on ground around dumpster containing soil at the southeast side of the facility. -Contaminated soil discharged on site and off site. -Open buckets and drums of materials and wastes. -Spilled oil on the ground (concrete) at various locations on the site. -Oily ponded water at various locations on site. -Exposed broken appliances and appliance components at various locations on site. -Rusty metal parts and hardware stored outside, exposed to storm water. The materials and wastes exposed to storm water include household appliances, radiators, foam insulation, metals, refrigerants, mercury switches, circuit boards, wiring, nuts & bolts, oil, hydraulic fluid.
